ARTICLE I- Name
The name of this committee shall be the 59th Street Elementary School Learners’ Advisory Committee (ELLAC).

ARTICLE II- Purpose
The purpose of this committee shall be to advise and assist in the development of the school bilingual program based on the Master Plan for English Language Learners (ELLs).

Advise is defined as:(1) suggest, (2) recommend, (3) evaluate.

In order to meet this goal, the committee will provide all the information to the school related to the following points, according to the Master Plan for ELLs and the Educational Code 62002.5:
- Approve the Local School Plan; supervise its implementation on a continuous basis and notify its effectiveness to the ELAC
- Develop the school’s Master Plan program’s goals and objectives.
- Review and assist in the implementation and evaluation of the Master Plan for the ELLs at local school level.
- Assist with the needs assessment of the school.

ARTICLE III- RESPONSIBILITIES
The responsibilities of this committee shall include, but not be limited to the following:
(a) Conduct the monthly meetings with an established agenda in the language spoken by the majority of the members and reflecting the Month-by-Month Time Task Calendar activities.
(b) Write and/or review the Bylaws.
(c) Assist with efforts to make parents aware of the importance of regular school attendance.
(d) Assist with the planning and implementation of parent training to comply with the committee’s responsibilities to support the instructional program for the ELLs according to Master Plan guidelines.
(e) Provide communication among the local school, District D, and the District English Language Learner Advisory Committee.
(f) Propose budgetary recommendations for all services provided to ELLs in planning, implementing and evaluating program objectives and activities.
(g) Participate in the planning of the school’s Master Plan program and its academic effectiveness.
(h) Support other parents, teachers, students, and community members by actively participating in the school’s Master Plan program.
(i) Inform and advise the school regarding community conditions, aspirations and goals.
(j) Committee members shall be knowledgeable and involved in the Consolidated Application procedures. These procedures will include preparation, fiscal and evaluation responsibilities.
